We remind you that we are choosing an apartment in a new or non-old house (no older than 10 years) no further than a kilometer from the beach and no more than 100,000 euros.  

Bar and Ulcinj, Montenegro

Montenegro is a country with a good ecology, Mediterranean climate, clean sea and beautiful nature. Having become the owner of an apartment on the Adriatic coast, you will be able to come on vacation at any time of the year.

In Montenegro, the most affordable real estate is considered to be the Barsky region (Barskaya opshtina) and the Ulcinj region (Ulcinj opshtina). 

Prices for studios in a new building or an old house 500-1000 meters from the sea start from 55,000 euros. For example, in Sutomore, in a ready-made modern house, it is possible to find an apartment of 25-30 square meters for 55,000 euros. For comparison, in an elite complex in Budva opshtina, studio 35 is 40 sq. m. An m can cost 135,000 euros.

Prices for one-bedroom apartments (bedroom plus kitchen-living room) in a nice house 500-1000 meters from the coast start from 80,000 euros.

Buying a two-bedroom apartment will cost at least 90,000 euros. In premium class complexes in Budva, Tivat and Kotor, prices for 2+1s reach 450,000 euros.

The tax on the purchase of real estate in Montenegro depends on the value of the property. If the purchase amount is less than 150,000, it will amount to 3%.

Property maintenance

The management company determines how much the homeowners pay for maintenance. The more amenities and services in the house (pool, garden, concierge), the more expensive. The average tariff ranges from 20 cents to 1.7 euros per square meter per month. That is, for an apartment of 40 sq. m. The minimum payment will be from 8 to 68 euros per month.

Montenegro can no longer be called a budget-friendly country to live in. Food prices have increased significantly over the past couple of years. The budget for one person per month is from 400-500 euros.

Visa

It should be noted that Montenegro may introduce visas for citizens of countries outside the Schengen area in the future, as this requires preparation for joining the European Union. 

Ownership of real estate is the basis for obtaining a residence permit in Montenegro, but in order for the status to be maintained, it is necessary to reside in the country.

How to get there?

There are currently no direct flights between Montenegro and Russia. You will have to fly with connections, for example, in Istanbul, Belgrade, Baku. Flights to other countries of the world are constantly expanding, as the number of people wishing to visit the vaunted resorts is growing.

Sunny Beach and Sveti Vlas, Bulgaria

For example, Sunny Beach and Sveti Vlas are considered accessible areas of the Bulgarian coast. Both resorts are located in the Burgas region near Nessebar.

Studios in ready-made houses and new buildings here cost 40,000-50,000 euros, one-bedroom apartments: 60,000-70,000 euros, two-bedroom apartments: 90,000-120,000 euros.

A small apartment within 500 meters from the sea in a house no older than 10 years old can be purchased at a price starting from 44,000 euros.

It is most reasonable to go to the Burgas region for inexpensive holiday apartments. Housing is more expensive in the Varna region. In resorts south of Burgas, towards Sozopol, property prices are also traditionally higher. Although, of course, there are good options in the range of 100,000 euros in many coastal towns and villages of Bulgaria.

The buyer of real estate in Bulgaria pays a tax in the amount of 2-3% of the contract amount.

Property maintenance

Each complex has a different support fee: from 5 to 20 euros per sq. m. Sometimes this "dachshund" really "bites", so it's worth finding out in advance how much you have to pay.

Approximate cost calculation for a one-bedroom apartment: support fee (500–600 euros per year), property tax (30–50 euros per year), electricity and water (25–40 euros per month), Internet and TV (15–25 euros per month), garbage collection (1.5-2.5 euros per month). That is, the total amount is 650,850 euros per year, provided that you stay at the resort for 3 months of the year.

The cost of living in Bulgaria has increased significantly. The amount to be targeted starts from 400,500 euros per month per person.

Visa

Russians need a Schengen visa to visit Bulgaria. Citizens of Ukraine, Georgia, and Moldova can come for 90 days a year without a visa. A residence permit based on home ownership can only be obtained if the property is more expensive than 300,000 euros, but there is other types of residence permits, for example, for pensioners. Apartment buyers can apply for a Schengen multivisa for up to 1-3 years.

How to get there?

There are currently no direct flights between Russia and Bulgaria. Thus, you will need to fly to Burgas with a connection, or you can choose the most budget route: by plane to Istanbul, and then by bus.

Torrevieja, Spain

Torrevieja, a small, pretty town on the Costa Blanca in the province of Alicante, is considered the most affordable place to buy a home on the Spanish coast. The Russian-speaking diaspora here is numerous and active.

In the secondary market, studios cost from 79,000 euros, one-bedroom apartments from 91,000 euros, two-bedroom apartments from 120,000 euros.

In new buildings, real estate is more expensive. For example, 2+1 apartments in a 10- and 15-year-old building cost from 145,000 euros, and in an urbanisation under construction (a residential complex with a closed area and its own infrastructure) from 250,000 euros plus registration. There are many offers on the primary market in Torrevieja, but they are all above budget, which limits our search.

The tax on buying an apartment in Spain is 10%.

Property maintenance

The fee ranges from 250 to 1,500 euros per year. Expensive maintenance in urbanizations with concierge, security, and several swimming pools, but there are few such complexes in Torrevieja.

The city is chosen not only for the affordability of housing compared to other regions of Spain. People come to Torrevieja for medical treatment - the local salt lakes have a beneficial effect on health. The advantages of this area are warm winters, a long beach season, and there are no cold currents in the sea. 

Visa

Russians and citizens of most post-Soviet countries need a Schengen visa to visit Spain. Citizens of Ukraine, Georgia, and Moldova can stay in the country for up to 90 days in a half-year withoutvisas.Owning real estate does not give any preferences in obtaining a visa or residence permit. However, if you are applying for a residence permit on any basis, you will be required to own a home or lease agreement.

How to get there?

The nearest airport to Torrevieja is in the city of Alicante. There are currently no direct flights from Russia to Spain.

Note that Spain today is more suitable for our readers who are not from the Russian Federation or who have a second passport. For Russians, buying and using an apartment is difficult due to difficulties with calculations and the lack of direct flights.

Scalea, Italy

The Calabria region, located in the southern part of the Apennine Peninsula, has a diverse landscape, mild climate, excellent beaches, many of which are marked with the Blue Flag, and an interesting historical heritage. This area is a kind of Cinderella - not as popular among tourists as Tuscany or Amalfi, which makes housing here much cheaper. Historically, more expensive real estate is concentrated in the north of Italy, and more affordable in the south.

Consider the Scalea commune on the shores of the Tyrrhenian Sea, which has long been known to foreign home buyers. The city and surrounding area are accessible to people with different budgets.So, studio prices start from 30,000 euros. One-bedroom apartments cost from 45,000 euros, two-bedroom apartments from 60,000 euros. All prices are given for real estate no further than 1000 meters from the beach.

New houses in Scalea are rare, as most of the buildings have historical value and are not subject to demolition. In relatively new buildings, which are no more than 10 years old, apartments are slightly more expensive: studios from 50,000 euros, two-room apartments (1+1) from 70,000 euros. But they have modern layouts, and you won't have to spend money on repairs. 

The tax on the purchase of real estate in Italy is calculated individually and depends on the age of the property, the type of transaction (primary or secondary market), and regional characteristics. It usually ranges from 2 to 9% of the cadastral value of the property.

Apartment maintenance

Maintenance rates depend on the type of house and the services provided by the condominium. Basic maintenance of the building (cleaning, maintenance of common areas) costs from 300 to 700 euros per year. Additional charges include pool maintenance (100-300 euros per year), gardening (50-150 euros per year). In the more popular regions of Italy, it is significantly more expensive to maintain real estate than in Scalea.

Visa

There are currently no direct flights between Italy and Russia.

Note that Italy today is more suitable for our readers not from the Russian Federation due to the lack of direct flights. The settlement process with the Russians is not easy, but it is well established.

Batumi, Georgia

Our selection of accessible seaside regions would be incomplete without the picturesque Georgian resort Batumi. The city is actively being built up with small and large-scale residential complexes, focused on both seasonal and permanent residence.

The Batumi housing market has been stagnating for the second year in a row after the boom of 2022-2023 caused by the influx of foreigners, but apartment prices still continue to rise.

A studio in a house under construction or ready-made, 100-400 m from the sea, can be purchased at a price starting from 35,000 50,000 dollars, a one-bedroom apartment starting from 60,000 70,000 dollars. The price range is quite large, as they are influenced by several factors: the location, the level of the residential complex, the availability and quality of finishes (green frame, that is, turnkey; white frame, that is, for finishing; black frame, that is, for rough finishing), the deadline for the completion of the house, if it is a new building.

Many budget proposals are concentrated in rapidly developing areas on the outskirts, such as Gonio and Kvariati in the south and Makhinjauri in the north. A studio in a finished new building in a white frame costs from 40,000 dollars in such locations.

A nice ready-made 1+1 apartment (bedroom plus kitchen-living room) with renovation in a newly built complex in the area of New Boulevard on the 1st coastline is more than twice as expensive - around $ 85,000.

The main part of the deals that are concluded in Batumi is in the range of $70,000. 

Note that in a given price range, you can also consider Kobuleti is a quiet seaside town 25 km north of Batumi. In recent years, many new projects have appeared here. Studios cost from 40,000 to 60,000 dollars. Prices for apartments with 1-3 bedrooms start from 80,000.

There are no taxes provided for the purchase of real estate in Georgia, you will only need to pay a small fee.

Property maintenance

The maintenance fee for the residential complex is approximately GEL 3, or about a dollar, per month.

It is also necessary to transfer the property tax to the municipality annually. It is calculated depending on the income of the family and the region in which the apartment is located.

Utilities are paid by meters.

Visa

Citizens of Russia and post-Soviet countries can live in Georgia without a visa for a year. Owning real estate over 100,000 dollars is the basis for obtaining a Georgian residence permit.

There are many direct flights to Batumi International Airport from different cities of Russia.
