Russians, Ukrainians, and people from the former USSR have historically been particularly attracted to Bulgaria. Some people remember Slonchev Bryag and Zlatni Pyasi from Soviet times, and many fell in love with Bulgarian resorts later - in the nineties, noughties, tenths.
The more tourists visited Bulgaria, the more willing there were to get a house or apartment here in order to come periodically or settle permanently. Residence permit for real estate investors in Bulgaria
Real estate investments have become one of the most popular options for obtaining a residence permit in Bulgaria, despite the rather high investment threshold.
The demand for housing in the country has been active for several years. Bulgaria is among the EU leaders in terms of rising prices for apartments and houses. So, in the 2nd quarter of 2025 the country ranks 2nd in the European Union in this indicator, real estate here has risen in price over the year by 15.5%. Thus, investments in square meters will become not only the basis for a residence permit, but also a source of income. Note that, despite the growth, the cost of real estate is still significantly lower than in many other European countries.
«Bulgaria plans to reform tax legislation in accordance with the EU directive and gradually bring the cost of housing according to notarial acts closer to the market value according to the assessment of the National Institute of Statistics. Nowadays, developers often underestimate the value of real estate in notarial acts. The adoption of such a law will inevitably provoke an increase in prices for apartments and houses," warns Sergey Basin.
What are the requirements?
- Purchase of residential or commercial real estate in the amount of 600,000 Bulgarian lev (305,900 euros).
- You can buy one or more properties, as long as the total amount is at least 600,000 BGN.
- The law states: "Any person can buy one or more real estate objects for a commonin the amount of 600,000 Bulgarian leva and on the basis of these investments, obtain a "D" type visa and a temporary residence permit. It should be borne in mind that we are talking about exactly one person. That is, if the applicants are spouses, the amount is doubled. Or a prenuptial agreement is needed between them, which divides the property so that each purchase is registered in the name of a specific buyer.
- The terms of the transaction must be fully transparent, and the funds must be transferred to the seller's Bulgarian bank account.
- Real estate can be residential and/or commercial, and purchase is possible both by an individual and through a company in which the applicant owns at least 51% of the property.
- According to the program, you can purchase a secondary home or an apartment in a new building for which Act-16 has already been received.
- Family members of the applicant (spouse, minor children) may apply for a residence permit for family reunification.

Advantages of a residence permit for investors
- Freedom of movement: Holders of a Bulgarian residence permit have the right to visa-free visits to the countries of the Schengen area for up to 90 days within 180 days.
- The path to permanent residence and citizenship: Like other types of residence permits, this status is counted in the length of service for obtaining permanent residence (after 5 years) and subsequent citizenship.

Pitfalls
Whatever type of residence permit you would apply for, abouta mandatory requirement is the availability of rented housing or, ideally, own real estate in Bulgaria. Recently, checks by migration services of foreigners' addresses during status extensions have become more frequent.
It is important that the housing is rented under an agreement with the owner, there are declarations from the owner that confirm his consent to register you as a foreigner for a year (for the period of the requested residence permit), and, if necessary, neighbors can confirm that you actually live there and appear.
It is important that other people do not live in the apartment instead of the one who requests a residence permit at the time of such a check, otherwise you may get a refusal and cancellation of the residence permit!
If you suddenly find yourself outside your rented apartment at the time of the check, make sure that the migration services will be able to reach the owner of the rented apartment, and he will be able to confirm that you are actually living there now. Such checks are becoming stricter every year.
