How to get a French residence permit in 2026 for Russians and beyond

Can Russians become residents of France, even if the Schengen countries no longer issue tourist multivises to Russian citizens? Contrary to popular misconception, yes, if you are not on the sanctions list. Moreover, it is often easier to obtain a French residence permit in terms of procedure than, say, in Bulgaria. In most cases, it is not necessary to open an account with a local bank in advance (such a need would be a difficult obstacle to overcome). The exception is a residence permit through the establishment of a company, when you need an account of the legal entity that you are registering.  

Some categories of French residence permits allow you to live in two countries, doing business and traveling freely in the Schengen area.

What is a French residence permit?

A residence permit in France is a residence permit for foreign citizens who are not EU citizens. It comes in several types, depending on the purpose and length of stay.

1. Temporary residence permit (VLS-T or Titre de séjour temporaire). It is issued for a period of up to one year with the right of extension. Goals: work, study, family reunion.

2. A multi-year residence permit, or a long-term resident's card (Carte de séjour pluriannuelle). It is issued for up to 4 years after you have already legally lived in France with a temporary residence permit (usually for at least one year).

3. Permanent residence permit, or permanent resident card (Carte de résident). It is issued for 10 years with the right of extension. It can be obtained after 5 years of continuous legal residence in France (with some exceptions). Among the requirements: knowledge of French at the B1 level, integration into social life.

After 2 years of permanent residence, you can apply for a passport.

The main ways to obtain a residence permit in France

Residence permit for work and business

The most popular programs, according to the expert, are Passeport Talent for talented professionals in various fields and entrepreneurs and Visiteur for financially independent people. We'll tell you about all the categories, but we'll focus on these two in a little more detail.

1. An employee (Salarie).The main condition is the availability of an official employment contract from a French employer. The employer must obtain a work permit from the Regional Office of Labor Affairs (DIRECCTE), proving that there is no suitable candidate from the EU for this position.

2. Temporary worker (Travailleur temporaire).For seasonal work or contracts for less than 12 months.

3. "Talented people in their fields" (Passeport Talent).This is a simplified, very attractive program for providing a 4-year residence permit for several categories of specialists.

  • Highly qualified employees (they receive the so-called EU Blue Card, Carte Bleue Europ) 
  • The creators of startups and innovative enterprises
  • Investors
  • Scientists and researchers
  • Athletes and influencers
  • Artists, artists, musicians, writers

Applicants for Passeport Talent will need proof of their activities in one of the listed areas.

To extend your residence permit under this program, you must show that your occupation brings you regular income.

A separate type of Passeport Talent Residence permit for entrepreneurs and freelancers (Profession libérale / Commerçant).

Applicants must provide a detailed business plan, prove professional experience and have sufficient financial resources to start and maintain operations (30,000 euros).

Residence permit for studies (Étudiant)

To enroll in a French university or school, you must:

  • Get confirmation of enrollment from the educational institution.
  • Confirm the availability of sufficient financial resources for living (usually at least 615 euros per month).
  • Have health insurance.
  • Pay the administrative fee.

A student's residence permit allows you to work no more than 964 hours per year (about 60% of a full-time job). After graduation, you can apply for a temporary residence permit to find a job (Recherche d'employ / création d'entreprise) for up to 12 months.

Residence permit for family reunification (Vie privée et familiale)

This path is available for:

  • Spouses/partners of French citizens.
  • Spouses/partners of holders of a residence permit (provided that they themselves have been living in France for at least 18 months and have a stable income).
  • Parents of minor children who are French citizens.
  • Children and other relatives who are dependent on a French citizen.
  • Parents of French citizens. Let's say a foreigner has studied in the country, works, and received a passport. He can move his parents.

Proof of kinship, housing, and a stable income sufficient to support a family are required.

Residence permit for financially independent "Visitor" (Visiteur)

For financially independent individuals who want to live in France without working. Proof of stable income from abroad (pensions, rent payments, dividends) is required, sufficient for living without employment, as well as the availability of medical insurance.

What should be the applicant's minimum income? In January 2026, the threshold amount (calculated from the minimum wage) is 1,417 euros per month per person. A visitor's residence permit does not require permanent residence in the country.

Step-by-step process of obtaining a residence permit

Stage 1. Applying from abroad through a consulate or visa application center

1. Online application form.Go to the official France-Visas portal and fill out the application form. You will receive a number and a list of required documents.

2. Register at the visa application center.Apply for a D visa and biometric data at the visa application center or the French consulate in your country.

Stage 2. Validation upon arrival in France

After obtaining a long-term visa and moving to France, you are required to confirm your residence permit in French territory.

  • Go to the official website of the Administration of France and confirm your visa within 3 months of entry by uploading the necessary documents (proof of address, medical insurance, etc.).
  • You won't need to go to the prefecture if all the documents are in order. Your visa will act as a residence permit after online validation.
For some types of residence permits (for example, for family reunification) or in some cases, the prefecture may schedule a face-to-face meeting.

Basic requirements and documents

The list may vary, but the basic package includes:

  • Passport valid for the entire periodstay.
  • Long-term type D visa (if you apply from abroad).
  • Completed application form.
  • Photos of the established sample.
  • Confirmation of the purpose of the stay (employment contract, university admission certificate, marriage certificate, etc.).
  • Proof of financial viability (bank statements, sponsorship letter).
  • Confirmation of the availability of housing in France (rental agreement, utility bill).
  • Medical insurance.

A criminal record certificate is usually not required.

All documents must be translated into French by a certified translator.

Extension and path to permanent residence

The extension of the residence permit takes place in the prefecture at the place of residence in France. It is necessary to submit an application 2-4 months before the expiration date of the current document and prove that the conditions for obtaining it are still met.

The extension procedure is relatively simple. It is convenient that for the period when the residence permit period has ended, and the application for an extension is still being considered, the authorities issue a temporary certificate with which you can cross the border.

After 5 years of residence, it is allowed to apply for a permanent resident card, which is valid for 10 years. Collectively after 7 years of living in France, you can apply for citizenship, provided you know the language and integrate.
