The history of the Kolasin Valleys project
The development of Kolasin Valleys began with an ambitious plan entrusted to the Canadian architectural firm Ecosign, the authors of the concepts of more than 400 ski resorts in America and Europe. The project was conceived as a year-round tourist resort capable of competing with Alpine destinations. That's exactly what he's about to become!
After the opening of the first section of the Bar-Bolyare expressway in 2022, the travel time from Podgorica Airport to the resort was reduced to 45 minutes. This has given an impetus to both tourism and investment.
Kolasin Valleys today: what has already been done
The resort is located on two levels of 1,450 and 1,600 meters, which provides a variety of slopes for skiers of different training levels.
52 kilometers of trails are already in operation, and new ones are being built annually. According to the plans, the length of the slopes will reach 142 kilometers by 2029.
One of the key achievements was the opening of the flagship Swissôtel Resort Kolašin. The first international-level hotel is already welcoming tourists, and several more hotels of global brands are expected to open by the end of 2026.
It should be noted that the resort was one of the key points of attraction under the investment citizenship program, which operated until 2022, and then was canceled.
The government is investing about 143 million euros in infrastructure and communications
2026 was a turning point in terms of government investments in the resort's infrastructure. The Government of Montenegro has announced a series of tenders as part of the integrated development of ski resorts.
Key projects:
Artificial snowmaking system: construction of main pipelines and storage reservoirs for artificial snow generation. The system will cover about 37 hectares of trails.
Already, you can ride in Kolasin Valleys from about the middle of December to the end of March, but the duration and quality strongly depend on the weather. The new system will make the duration of the winter season stable.
Lighting of trails for night skiing. The government is considering a project to install 210 LED floodlights on Kolasin 1600 highways.
Engineering infrastructure.Tenders have been announced for the construction of sewage networks for both ski resorts.
Transport infrastructure.Preparations are underway for the construction of the second section of the Bar Bolyare highway (Mateshevo Andrijevica) with a length of 21 kilometers. When the road is ready, the travel time from Podgorica to the northern regions of Montenegro and further to the border with Serbia will be significantly reduced, and Kolasin will turn into a transit hub. It will be possible to get to the resort from Belgrade in 3 hours.
In addition, the reconstruction of the regional airport in Beran is planned. The journey time from there to Kolasin will be only 15 minutes. We wrote in detail about this project in material.

Some of the facilities have already been built and are ready to move in, some are under construction.
Who buys apartments and chalets and why? What is important for an investor to know?
The demand for real estate in Kolasin Valleys is formed by several categories of buyers. First of all, these are wealthy Europeans from EU countries, as well as investors from the Persian Gulf and the CIS, who consider Montenegro as a safe haven for capital with growth potential amid the prospects of the country's accession to the European Union. Kolasin Valleys attracts them with a combination of relatively reasonable prices and European quality holidays. The property is sold at a price starting from 4,900 euros per square meter, which is several times lower than the cost of similar properties in the Alps. (The developer, by the way, offers flexible payment terms, including installments and loan programs).

The prospect of Montenegro's membership in the EU makes the resort particularly attractive. Analysts predict a possible entry in 2028-2029, which means that current property prices include the European potential, which has not yet been fully realized, a classic window of opportunity for investors.
Investment prospects in Montenegro as a whole. New laws on the way to the EU and their impact ona foreign buyer of resort housing
The country uses the euro as its official currency, which completely eliminates currency risks for buyers from the Eurozone. The tax system with a flat income tax rate of 9% (one of the lowest in Europe) creates favorable conditions for generating rental and resale income.

On its way to joining the EU, Montenegro is harmonizing legislation with European standards, which is gradually increasing the legal protection of property rights and transparency of transactions. Foreign citizens can obtain a residence permit based on the ownership of real estate (worth 150,000 euros or more), which gives them the right to reside in the country, open local bank accounts and use the growing ecosystem of services.
However, it is important to understand the risks: infrastructure development sometimes lags behind the pace of private construction. The government is actively addressing these issues, but investors should consider time horizons. Nevertheless, consistent investment of resources in infrastructure, support for the resort sector and European integration make Montenegro in general and the Kolasin Valleys project in particular attractive for a long-term investment strategy.
