Russian citizens can stay on the territory of Montenegro without a visa for no more than 30 days, it is enough to have a valid passport.
If you plan a visit lasting more than 30 days, then you need to get a type C or D visa at the Embassy of Montenegro in Russia, which is located in Moscow at 3 Mytnaya Street.
The consular fee for a multiple-entry visa is about 60 euros. The decision to issue a visa is made within one to two weeks and, as a rule, a visa is issued a week before entering Montenegro. However, often the decision to issue a visa is made faster.
A Type C visa is issued for up to one year with the possibility of a continuous stay of up to 90 days for six months. The D visa is designed for a longer stay in the country – up to 180 days a year. You can apply for this type of visa if the purpose of the visit is to run your own business in Montenegro, work under a contract, study, etc. The availability of real estate also makes it easier to obtain an annual visa.
Residence permit
You can stay in Montenegro for more than 90 days if you have a temporary residence permit (privremeni boravak).
On the basis of real estate ownership, it is impossible to obtain a residence permit, for this it is necessary to conduct business in the country, to have a job for hire, and the basis may also be study, treatment, marriage with a citizen or a citizen of Montenegro.
Obtaining a residence permit through company registration is the most common way. When applying for a residence permit for business purposes, it is necessary to obtain a work permit at the State employment center of Montenegro. In addition, you will need to prove the availability of sufficient financial resources (confirmation from the bank), provide medical insurance, proof of housing (rental agreement or certificate of ownership).
A legal entity must be registered with the Commercial Court of Montenegro at the location of the company. After receiving the registration certificate, the company must be registered with the tax authorities of the country, then open a company account with the Bank of Montenegro.
The cost of obtaining a temporary permit is about 350 euros and it is issued for one year, but can be extended for up to two years. A mark for a residence permit is entered in the passport. Documents for the extension of a residence permit must be submitted in advance – 30 days before the expiration date. The second and subsequent extension of the residence permit will cost about 300 euros.
Family members of the founder of the company also receive a residence permit.
Permanent residence and citizenship
A permit for permanent residence in Montenegro (stalno nastanjenje) can be issued to foreigners on the basis of continuous stay in the country for five years on a residence permit. That is, the total period of absence for five years should not exceed six months in a row or a total of 10 months.
It is also possible to obtain permanent residence while married to a citizen (citizen) of Montenegro for three years.
The presence of such a permit gives a foreigner the right to work, study, receive a pension and state medical care on an equal basis with citizens of Montenegro. Only the right to vote is not granted.
An application for citizenship of Montenegro can be submitted after another five years. The legislation of Montenegro prohibits dual citizenship, therefore, in order to become a citizen of Montenegro, you need to renounce Russian citizenship.
