Small business is registered in Germany under a simplified scheme. These are, as a rule, companies whose income is less than 250,000 euros per year, and the annual profit does not exceed 25,000 euros. Yes, now you can even record a small GmbH - UG.
Share capital of 1 Euro.
Only , every year need to put aside 25% of profits until there is 25000 and not go into a normal GmbH.
About permanent residency , a complicated matter. As far as I know one person 250,000 investment plus jobs plus in Germany need to prove that your presence in doing business is sorely needed.
