A small clarification to the answer by Anton Parygin. The bill passed on 4 April 2013. The law will come into force in a year, i.e. in April 2014 (in media reports from 11.04.14). While all on-old. Citizenship no one without promise of marriage with a Turkish citizen, etc. only Promise a permanent residence permit under the condition of continuous residence in Turkey for at least 8 years. If You've been out of the country during these years more than 1 year, randomly or for more than 6 months (one-time), then everything will be cancelled and continue to receive short-term residence permit and to renew it.

Hello, Bella. The law "On foreigners and international protection", No. 6458 adopted on 4 April. As I understand it, the law does not provide citizenship or after 5 or 8 years of residence in Turkey (without further evidence in the form of, for example, marriage to a Turkish citizen). After 8 years you can only get permanent (unlimited) residence permit.
