Gayane, good day. Yes, of course, You can buy and with a residence permit and without a residence permit. In the case of a residence permit You will be entitled to travel throughout the Schengen zone without restriction, also to reside in Latvia without restrictions. If You buy without a residence permit You will have a visa, right to stay in Latvia for 180 days per year, 90 days per half year.
