Obtaining a residence permit after purchasing real estate

I am a citizen of Ukraine. Can I get a residence permit in Croatia on the basis of the acquisition for themselves, by a natural person, apartments on the Peninsula of Istria? Regardless of the nationality of persons residing outside the EU, Croatia does not provide for granting a residence permit when buying property. Previously, it was possible, but now need to work actively with registration company hired three local staff, which paid all social taxes. Just buying a property gives the right to multiple entry visa 180 days in the year (180/360), two-year yield even once.
If this is difficult - consider Montenegro It provides a residence permit regardless of the value of the purchased property, and in the family reunification procedure, you can also get a residence permit for her husband and children. However, Montenegro - is a candidate for EU membership. Montenegro residence permit does not give the opportunity to travel through Europe.
If this is not appropriate, consider Greece, where you can get a residence permit for a family when buying a property from 250 000 euro. You might also consider Italy, where in some areas (eg Abruzzo) is easy enough you can get a residence permit (Residenza Elettiva) /
There are lots of individual points, for example, the intention is really to live in the country for more than 10 months of the year, a permanent income, and its size and so on.
