You can buy an apartment in Bulgaria according to your foreign passport, but for permanent residence in Bulgaria you need to have a residence permit issued. If you are a pensioner, a residence permit is issued easily.
If you are NOT a pensioner, then there are other mechanisms for obtaining a residence permit.
