Support tax, cash payment
Sergey Gorbunov asks:
Good afternoon! I have a small apartment in a residential building in Chernomorets, Bulgaria. Our developer, who owns about 50% of the area of the house, requires a cash support fee. And this despite the fact that we have no agreement, no common area, no elevator, no swimming pool. Are the developer's claims legal? Thank you in advance!

Hello Sergey,
to pay the support fee, you need to have a signed support agreement - which indicates the amount of the fee and what it is paid for. If there is such an agreement, you pay the fee in cash or by bank, for which you are provided with a document when paying.
If you do not have such an agreement and did not hold a general meeting of owners at which the cost of the fee was announced, then there is no reason to pay it.
Sincerely

Good day, Sergei, thank you for your question, no, they are not legitimate, if you did not sign anything and there was no general meeting and a decision about what the management company will be, then you can pay nothing. Yours faithfully,

BULGARIA. Property maintenance
We bought an apartment in Bulgaria two years ago. The house has the status of a housing estate. About 80% belongs to a Bulgarian company and is rented out in the summer.
During all this time, the manager has not provided any documents for all our requests and refuses to accept the support fee only from us. They asked him many times to take a dachshund, he says then and so on for two years! And he tells the neighbors that we don't pay. What should I do and what is the threat of this situation?
