Residence permit from an owner residing in Slovakia

The apartment has three owners - all relatives: me, my mother and my brother. We want to make a visa for my grandmother. The Visa Application Center asks to provide a notarized residence permit from all owners. But my brother permanently resides in Slovakia, and therefore, he cannot get this permission from a Russian notary. The question is, in what form to make permission from your brother?
