I specialize in New York real estate and will answer from my experience. I think the situation in Chicago will be very similar.
You can buy an apartment remotely if you buy it not for yourself as an individual, but for your company (usually a new LLC is opened). In this case, the company writes a power of attorney (Corporate Resolution) to a lawyer or to your acquaintance, who will complete the transaction. Many of my client investors have bought apartments without coming to the United States.
To buy an apartment for yourself as an individual, you must issue a power of attorney at the US consulate in the country where you live.
The visa issue is NOT in any way related to the ownership of property. Buying an apartment will most likely not increase or decrease your chances of getting a visa.
