Sale of an apartment in the Czech Republic

We are selling an apartment in the Czech Republic under a sale and purchase agreement dated February 11, 2022, which we bought in 2010. A non-resident of the Russian Federation is buying. The transfer of money is planned to a Russian bank. Do we fall under the decree of 03/01/2022 if the transaction is completed in the near future? We permanently live in St. Petersburg, residents of the Russian Federation.
