If the testator's relative was a resident in Italy, then you need to submit an application (for the opening of an inheritance) on the territory of Italy to the local Tax Agency (where the relative lived).
If the testator or testator is not a resident of Italy, then the application is submitted to the Tax Agency in Rome.
