Hello, Irina. If your mother received a residence permit in Germany and the cancellation of a residence permit in Austria is a condition for this, then after receiving a residence permit card in Germany, you can simply write to the Magistrat, BH (depending on the place of registration in Austria) an email about this, call back, making sure that the matter is at work and get an answer by mail, where to return the residence permit card by mail. Or go to the Magistrat and give the card to the receipt. But the GR RF Germany is now being changed to Spain, Austria, etc., expecting a deterioration in living conditions there, so if cancellation is optional, I would not do anything until the validity of the Austrian residence permit card expires myself.
