Hello. It is always necessary to consider the entire sheet of non-secrecy in detail. If the phrase "nema dozvolu" refers to the entire building, and not to a specific PD number (this is how the cadastral number of the apartment is designated), then we are talking about the fact that the entire building was built without a construction permit. If this phrase is placed only opposite individual PD, it means that the building was built with a construction permit (the rest of the apartments, to which the entry does not apply, are legal), but, for example, the whole floor has a different purpose than was stated in the project, or the permitted number of storeys of the building has been exceeded, etc. There are also violations related to the quadrature of a particular apartment. The chances of legalization depend on many factors, in particular on the technical conditions of the land on which the building is built.
