Good afternoon, Adil. Usually, in the contract with the developer, a separate paragraph is prescribed when the buyer begins to pay for the loan. If this has not been agreed before, then from the moment of full payment and receipt of the tapu. If the tapu is not received, because the buyer delayed it (say, he intentionally does not issue it because he plans to resell the apartment and does not want to spend money), then the developer has the right to demand payment from the buyer for the loan.

Good afternoon! It all depends, for what reason has the Tapu not been issued yet? If the reason is on your part, or you already live in an apartment, then you have to pay an Idat. In any other case, the payment is due to the developer.
