The state does not protect you from ocupas settlement, regardless of whether you are a resident or not. There are different ways to protect against ocupas, and do not forget that a lot of housing on the coast is used by the Spaniards themselves only in the summer and these apartments are not occupied by ocupas. Yes, there is a problem, but not every empty apartment in Spain has a paycheck.
