Ivan, hello! You can get a power of attorney from either the consulate or any Russian notary (in Russian). Declarations of ch.42 and ch.25 from both parents must be attached to the power of attorney. The power of attorney specifies the full details of the apartment (according to the contract of sale-notarial deed).
