Montenegro's investment citizenship program was canceled on January 1, 2023, but the processing of previously submitted applications has continued all this time and has not yet been completed.
"All remaining applications are expected... they will be considered... in accordance with the highest possible security standards, and the citizenship granted under this scheme to persons subject to international restrictive measures will be revoked," says a report by the European Commission published last week.
In 2023, the Montenegrin authorities processed 423 applications (for 423 applicants and 927 members of their families) and granted citizenship to 701 foreigners.
"Among 701 people, 396 have citizenship of the Russian Federation and 65 of the People's Republic of China," the document says.
