Citizens of Kuwait, Armenia, Egypt and Uzbekistan will need a visa to enter Montenegro. Previously, there was a visa-free regime with Kuwait, and seasonal visa-free travel with Armenia, Egypt and Uzbekistan. The government's decision will come into force on October 29, 2025.
Montenegro is on its way to joining the EU, and with this step, the authorities continue to bring their visa policy in line with the requirements of the European Union.
Citizens of China, Russia, Turkey, Qatar, Saudi Arabia, Bahrain and Azerbaijan will still be able to enter Montenegro without visas, while citizens of the United Arab Emirates will continue to enjoy a limited seasonal regime.
Montenegro previously pursued a liberal visa policy, explaining its tourism needs. Many guests arrive at the resorts from Turkey, Russia and Arab countries.However, Brussels says that economic reasons cannot be higher than the obligations arising from the process of joining the European Union.
