Montenegro has no plans to introduce visas for Russians yet, the country's Foreign Ministry said. 

Montenegrin President Yakov Milatovic had previously stated that the introduction of visas for Russian citizens could be part of the country's European integration, but he would try to postpone this decision to protect the tourism-driven economy.Currently, Russians can stay in Montenegro without a visa for up to 30 days.

According to ATOR, Russian tourists account for about 11% of the total number of tourists in Montenegro this year.From January to August 2025, more than 123,200 arrivals from Russia were registered, which is 6.3% more than in the same period last year.According to Monstat, Russians accounted for about 23.6% of the total number of foreign visitors in 2023. In 2024, their share decreased to 18.3%.

Montenegro, as an EU candidate country, should adapt its visa regime to the requirements of the European Union.The European Commission has previously recommended that this process be conducted cautiously and in accordance with economic interests, especially with regard to tourism and investment.Montenegro is already cancelled visa-free travel with Turkey. The visa-free regime with Russia, China, Belarus, and Azerbaijan remains in place.
