The authorities plan to impose restrictions on the export of gold bars and cash rubles to the EAEU countries. The relevant draft decree is being prepared by the Ministry of Finance as part of a plan to "whitewash" the economy, Interfax reports, citing a source familiar with the document.
What are the main provisions of the draft law?
- The export to the EAEU countries (Armenia, Belarus, Kazakhstan, Kyrgyzstan) of cash rubles in the amount of 10,000 dollars or more will be prohibited. An exception will be made for export through the international airports of the Russian Federation, but it will require a customs notification indicating the source of the money and the purpose of its use.
- If the amount exceeds 100,000 dollars in equivalent, you will need to provide documents confirming the origin of the funds.
- The export of gold bars with a total weight of more than 100 grams will be banned. The exception, according to the draft, will affect passengers of some major airports (including Moscow and Vladivostok "Knevichi"), if they have permission from the Assay Chamber.
- For businesses (legal entities and sole proprietors)Any amount of cash rubles can be exported only through international airports with mandatory notification to customs. There is no duty-free minimum.
Currently, there are no limits on the export of rubles. The ban on the export of foreign currency over $10,000 has been in effect since March 2022.
The decree is expected to enter into force on September 01, 2026.
