To apply for a Visa/MasterCard card from a Kazakhstani bank, you must obtain an individual ID number. Previously, foreigners could issue an IIN remotely. Now there is no such possibility.
"Due to the expiration of the pilot project, the formation of an individual identification number for foreign citizens through foreign institutions of the Republic of Kazakhstan&"Starting from January 1, 2025, the issuance of IIN to foreign citizens has been temporarily suspended," according to the embassy's website.
Thus, now in order to issue an IIN, a visit to Kazakhstan will be required.
