The special NHR (Non-Habitual Resident) tax regime for immigrants in Portugal has ceased to apply for new applicants since January 1, 2024.
For example, for people who receive passive income or salary from a foreign company, tax conditions have become tougher.
However, some categories can still benefit from reduced rates, such as startup founders.
What will startups receive under the HQA (Highly Qualified Activities) immigration program: the right to pay a fixed tax of 20% on any income in Portugal during the first 10 years of residence in the country (for comparison, ordinary taxpayers pay up to 48% on a progressive scale), as well as the opportunity not to declare income during this time (if the countries in which the income is received have concluded with Portugal agreements on the avoidance of double taxation, and at the same time the applicant for the benefit lives more than 183 days a year in Portugal).
What you need to participate in the program: the idea of an innovative startup and capital in the amount of 175 000 euros, which will go, among other things, to finance the relevant scientific research in Portugal. The startup has been developing for the first 3 years in a business incubator approved by the state and the HQA program.
Both the main applicant and his family members (spouse and children) receive a residence permit under the program. After 5 years, you can apply for citizenship by naturalization.
