Almost a third of all transactions in the Portuguese housing market in 2025 were made by foreigners

According to data from the Bank of Portugal, published at the end of May 2026, the share of foreign buyers in the Portuguese housing market reached 28% by the end of 2025. The indicator has remained consistently high since 2019. Then it was 25%, and the peak was 31% in 2023.

Most of the buyers come from Brazil, Angola and France. The report highlights that both residents and non-residents from these and other countries are actively involved in transactions. The average transaction price for foreigners is usually higher than for locals.

At the same time, the Bank of Portugal warns of the growing risks to financial stability associated with geopolitical tensions. The document notes that the aggravation of the situation in the world and the possible fall in financial markets as a result may negatively affect the economy, inflation, asset values and the ability of households to service loans.

The regulator believes that there remains a risk of a sharp and unexpected drop in housing prices. At the same time, Portugal's banking system, according to the central bank, remains strong and stable, but banks are advised to maintain careful risk management.

Climate risks are identified as an additional uncertainty factor. The report recalls that at the beginning of 2026, the country experienced extreme storms, particularly affecting the Central region, which highlighted the growing importance of climate threats to the economy and the housing market.
