The Citizenship by Investment program for Montenegro worked until December 31, 2022, and then was curtailed due to criticism from the EU.
Since the beginning of 2023, new applications for the "golden passport" have not been accepted, but the review of previously submitted ones continued. From 2018 to December 2024, more than two thousand foreigners from 73 countries received Montenegrin citizenship under the investment scheme, 288 requests were rejected and 15 more are under consideration, according to the Investor.
More than half of the total number of issued passports were provided to Russians (1,055). The top 10 also includes citizens of China (190), the USA (107), Ukraine (59), Vietnam (49), Lebanon (45), Belarus (43).
The terms of the program stipulated that a foreigner applying for citizenship must invest a certain amount in government-approved real estate projects. For the coastal regions and the capital the required investment amount was 400,000 euros, for the central and northern regions 250,000 euros.
