Citizens of foreign countries own housing in coastal municipalities (Budva, Herceg Novi, Ulcinj, Kotor, Tivat), as well as in municipalities in the north of the country (Pljevlja, Niksic, Plujin, Kolasin, Zabljak).
The majority of Montenegrin real estate is owned by Serbs (15,038 units), Russians (4,529 units), citizens of Bosnia and Herzegovina (2,474), Germany (2,243), Turkey (1,319), USA (1,148), Croatia (877), Ukraine (847), Kosovo (713), Great Britain (620).
Foreigners purchase apartments and houses in Montenegro on the same terms as locals. The purchase of real estate of any value is the basis for obtaining a residence permit.
According to the results of the 2023 census, there were 392,909 apartments in Montenegro.
