Montenegro's real estate market has entered a period of stabilization

The average price per square meter of an apartment in a new building in Montenegro in the 4th quarter of 2025 was, according to a Monstat report, 2206 euros. Despite a slight decrease compared to the 3rd quarter (2228 euros), this is one of the highest figures since the beginning of data collection. A slight correction signals the stabilization of the market after a long period of growth.

Prices for apartments in new buildings by region:

  • Podgorica - 2,141 euros per sq. m
  • Primorsky region - 2,570 euros per sq. m
  • Central region (Niksic, Cetinje, Danilovgrad, Tuzi and Zeta) - 1,363 euros per square meter
  • In the Northern region, no sales were registered in the primary market in the 4th quarter.

Montenegro's new construction market remains strong, but there are significant regional differences. Primorye is dictating the pace, Podgorica is catching up, and the center and north are lagging behind. A small quarterly decline does not change the fact that prices have reached a level that was impossible just three years ago.

If the trend towards limited supply and stable demand continues, it is quite realistic to expect that 2026 will be a year of calming the market, but without significantly reducing the cost of housing.
