How many foreigners live in Montenegro, the country's authorities said

A total of 100,867 foreign citizens live in Montenegro, of which 71,250 have temporary residence permits, and 29,617 have permanent ones. These are the data of the Ministry of Internal Affairs of the country as of September 10, 2025.

Most of the holders of temporary residence permits are citizens of Serbia, Russia and Turkey.

The majority of citizens with permanent residence status are from Serbia, Bosnia and Herzegovina, Kosovo, Croatia and Russia.

As for the citizens of the Russian Federation, data from the Ministry of Internal Affairs show that 1,764 people have permanent residence permits, and about 20,000 have temporary permits.
