Economist Jovo Rabrenovich considers the current stagnation temporary and predicts a 6-12% price increase in the sector in the medium term. According to Eurostat, in 2025, rent in Montenegro grew six times faster than the EU average (+18.5% versus +3.1%), which put the country among the leaders in terms of price appreciation.
However, the trend changed in the first quarter of 2026. Realtors note that the reason for the drop in demand was the reduction in the number of foreigners renting housing in Montenegro.
Current rental rates range from 300 to 1,000 euros: studios cost 300 to 400 euros, one-room apartments cost 400 to 800 euros, two-room apartments cost 800 to 1,000 euros, and three-room apartments cost about 1,000 euros.
According to some brokers, homeowners may soon begin to adjust prices downward, as foreign demand is not recovering. Rabrenovic, on the contrary, expects a gradual increase in rents by 6-12% in different regions (for Podgorica, 8-12%) due to Montenegro's imminent accession to the EU, which will make the market more attractive to Europeans.
At the same time, he warns that adaptation to European rules will lead to additional costs for landlords (taxes, notarization), which are likely to be shifted to tenants.
