Experts say that the reason is not the weakening of demand, but legislative changes and bureaucratic delays. In March 2025 of this year, two new laws on the construction of facilities were adopted.Now companies must obtain building permits, rather than building applications, as before. The functions of issuing such permits have been partially transferred to the level of local authorities, while they are still forming relevant departments, having a transition period provided for by law.
At the same time, housing prices in the Montenegrin market are still rising. They are dictated by high demand from foreigners, who have invested almost 230 million euros in the purchase of real estate in six months.The average price per square meter of an apartment in a new building in Montenegro as a whole in the 2nd quarter of this year was 2201 euros.For comparison, in the 2nd quarter of 2024 it was 1821 euros, and in 2023 it was 1500 euros. That is, in 2 years, new housing has risen in price by almost 50%.
